OK, even though I'm hooked up to ADSL 256k internet, my ping keeps kicking randomly from 60 - 600, possibly over 999 when it's completely stuffed.

My broadband is shared over networks so all the time I have to tell my sis to stop downloading her goddamn mp3s. I heard that you can limit the bandwith the client (my sis) is using. Could you please tell me how?

Also changing the netspeed wouldn't work, or I just get little difference. But can anyone also tell me some tweaks to boost my ping?

try installing different or old drivers over your sisters network card or something to make it run like donkeys crap, but it still runs

You can install a bandwidth limiting program on your sis' comp or limit the bandwidth going to her compwith a good router.

DSL can ping as well as Cable if you configure it correctly.

Are there any good bandwidth limiting freeware? Plz put up the link.

Dunno about freeware (unless you run a fully fledged linux box as a router, but I doubt you;d have one of those). But I've used this in the past and it works well:
