Not sure why it's happening man... I remeber i had probs like this during uT2004, for nearly 12 months, i keep getting really bad connections and lag.... was a nightmare...
But I can't figure out why you have bad connections....
I keep thinking it's to do with your network, or the way your ISp routes your connection from your house/router to the uT3 server.... (Wich was essently my prob in 2004, Optus routed me 3,000klms plus to the game server wich was under 50klms from me in a straight line)
As for the number of players showing up in the in game server browser, they usually represent the number of active bots and sometimes actually list realplayers.... i can't recall it ever working properly on our server, so i don't think it has anything to do with your current probs...
I'm really at a loos as to why you keep getting such bad connections...
I'm sure it has to do with your lame arse ISp, cause you are always timing / droppoing out of Teamspeak...... so it has to be ISp related and not game/server related...
Try fucking around with your router or even try a different router.... I know i get diff results with diff hardware....
