For those that have been following.
I get a constant or locked FPS range in ONS, and now DM no matter what settings I had on or off, max or min, rez high or low, card settings etc etc.
No drivers, no tweaks, no fucking nothing fixed this.
I was suspicious cause D00M3 ran like a MOFO, but that is an OPEN GL game.
So, could it be my card or PC jamming me with the D3D engine somehoo.
TOday. I installed FarCry demo, jacked it up to MAX times 1million settings, and guess FUKIN wat!!!!!
It runs like a FARKING HOE ON HEAT BEFORE SHE BNEDS OVER TO TAKE IT UP THE DRAIN AND THEN GO SHOPPING WITH HER FIVE CENTS TO GET HER SELF SOME GLOVES! Now thats fast....supposedly.
Damn it runs fine! PWAR!
So, UT2004 is fucked on my PC. Only explaination!
Im gonna try reinstal it now.

[Engine.Engine]
RenderDevice=D3DDrv.D3DRenderDevice
By default, UT2004 will run using the Direct3D API. This is the best option for most people, however, you may be able to resolve some problems on particular hardware/software combinations - and maybe get more FPS - by running UT2004 in one of the other available modes: OpenGL, D3D9 (D3D DirectX9), or Pixomatic (Software) mode.
To run in another mode, first place a ';' in front of the first line in this section of the .ini file. That means it should look like this:
;RenderDevice=D3DDrv.D3DRenderDevice
Next, go to the relevant line below it, and remove the ';'. For example, if you want to run in OpenGL mode, remove the ';' in front of the OpenGL line so it looks like this:
RenderDevice=OpenGLDrv.OpenGLRenderDevice
Next time you start UT2004, even though it may not look different, it will be running in this new mode.
Generally speaking, Nvidia cards perform better in OpenGL than in Direct3D, and ATI cards vice versa. On a Radeon 9800 Pro I personally found OpenGL far slower than Direct3D with no visual improvements. In Pixomatic (software) mode, UT2004 looked terrible and ran incredibly slowly. This mode would only be suitable for those with high-end CPUs but low-end graphics cards.
The D3D9 (Direct3D DirectX9) mode has been included in the 3204 UT2004 patch, so you can now use this mode by using the appropriate line in the section above. Using the D3D9 renderer may result in the occasional tiny glitches (it is an experimental renderer after all), but in my testing I found the performance and image quality on my Radeon 9800 Pro to be similar to that under the default Direct3D mode. If you have a card which is not built around the latest DirectX9 features (i.e. older Radeons, and GeForce4 and below) then you may see a drop in performance and/or problems using the D3D9 mode. Experiment for yourself.

He has VSync off, Disko.
I have an nVidia, and I tried running UT in OpenGL but I didnt see much of an increase in performance. In fact, it was a little more sluggish than D3D.
Interesting Disko, I didnt know it was capped at 90fps online...
I run my game at 1024x768, with most details maxxed out and I get 87fps constant in DM (which might be because of the frame capping Disko mentioned). And this is on a 5900 (on 5950 firmware and above normal 5950 clock speeds). It runs my processor very hard though. Ive got a 3Ghz P4 running at 3.4, and while playing UT, I can hear my fans speeding up as the system heats up. If I check my CPU temp straight after playing, its up in the 50 degree area (much higher than it gets when Im encoding video and such.)
Just some stuff I wanted to add about my experiences.

A reinstall did fuck all!
FFS.
Vsync, tried it
Changing renderers, tried it
OPen GL, not gonna try it
Next is a system format I guess.
Thanks for the input guys.

Hey, do any of you guys know how to:
Ghost a HARDRIVE partitition, and then store it on CD's to be able to Reinstall the ghost onto a clean Primary Drive?
Step 1: Format C:,
Step 2: Install XP + all Service packs, updates, drivers, certain software.
Step 3: Ghost the C drive at this stage onto CD's.
Future Step 4: After a format, install the CD's onto C drive eliminating the first 3 steps.
Would you have to make a Self extracting zip file? On a CD? Then make a bootable floppy with CD drivers, use this boot up to then run the self extracting CD's to put the ghost onto the C drive.

Wakko, Ghost has the option to make bootable CD's for you. You just make an image and set 700MB spanning (if you're planning to put it on cds). And make the first CD bootable with the first part of the image on it, and burn the rest of the images to other cds. Or, If you cant manage to make a working Ghost boot CD, just boot using any DOS boot Disk/CD and then insert the ghost cd.
I used to do it on my old laptop which fooked up alot. Saves a heaaappp of time.
